Matthew Noyes
Cyber Policy & Strategy Director, Office of Investigations, United States Secret Service
Biography
Matt Noyes is the Cyber Policy & Strategy Director for the U.S. Secret Service’s Office of Investigations. In this role he is responsible for leading the development of policy, strategy, planning, and budget for the Secret Service’s global network of over 160 offices and 3,000 special agents and professional staff that execute the U.S. Secret Service’s integrated mission of safeguarding the integrity of financial systems and protecting designated persons, location, and events. He joined the Secret Service in 2012, where he has served in several positions at the Secret Service focusing primarily on strengthening the Secret Service’s ability to counter transnational cyber crime. Prior to the Secret Service, Mr. Noyes served as an infantry officer in the U.S. Army assigned to brigade combat teams. His military awards include the Bronze Star Medal and the Combat Infantryman Badge. He continues to serve as an officer in the U.S. Army Reserve, currently assigned to the Joint Staff. Mr. Noyes regularly writes, teaches, and presents on subjects at the intersection of technology and security policy. He is an advanced cyber studies fellow at the Center for Strategic and International Studies. His academic degrees include a master in public policy from the Harvard Kennedy School, a master of military art and science from the U.S. Army Command and General Staff College, and a bachelor’s degree in computer science and applied computational mathematics from the University of Washington.
