Hon. Mulambo Haimbe, SC, M.P MINISTER OF FOREIGN AFFAIRS AND INTERNATIONAL COOPERATION
Hon. Mulambo Haimbe, SC, M.P was appointed Minister of Foreign Affairs and International Cooperation of the Republic of Zambia on 5th June, 2024 by Mr. Hakainde Hichilema, President of the Republic of Zambia. The Minister is in charge of implementing the foreign policies of the Government, on behalf of the President, through the Ministry of Foreign Affairs and International Cooperation and its Missions Abroad. Prior to this appointment, Hon. Haimbe served as Minister of Justice from 7th September, 2021 to 4th June 2024. He was conferred the rank and dignity of State Counsel for Zambia by the President on 16th February, 2023. The Minister is the serving Member of Parliament for Lusaka Central Constituency after his election on 12th August, 2021. He was a member of the Parliamentary Reforms and Modernisation Committee, and the Parliamentary Committee on Privileges and Absences, among others. As Minister of Justice, he was a driving force behind the ongoing legal reforms in Zambia, prominently contributing to the amendment of the Penal Code and other Laws of the country. Noteworthy achievements during his tenure of office include the abolition of the Death Penalty and the offence of Criminal Defamation of the President, and the enactment of Zambia’s first ever Access to Information Law, matters that have been outstanding on the Zambian Statute Books since the pre-independence era. Before commencing public service, the Minister held the position of Partner at Malambo and Company, in Lusaka from March 2011 to September 2022. His professional journey includes tenures as Legal Counsel for Barclays Bank Zambia Plc, Copperbelt Energy Corporation, and Advocate at Makala and Company. The Minister is an ardent Alternative Dispute Resolution Practitioner and holds a Master of Laws Degree in Construction Law and Arbitration from Robert Gordon University, Aberdeen, Scotland, United Kingdom. He obtained a Bachelor of Laws Degree from the University of Zambia in November, 2000. Additionally, The Minister is a qualified Legal Practitioner having been admitted to the bar as an Advocate of the High Court for Zambia in June 2001. He gained the right of audience before the Supreme Court of Zambia in June 2004. The Minister is a Fellow of the Chartered Institute of Arbitrators (FCIArb) and a qualified Chartered Secretary. A founding member of the Zambia Branch of the Chartered Institute of Arbitrators, he served as its first Honorary Secretary upon its formation in September 2011. In the same year, Hon. Haimbe was honoured as the International Lawyers for Africa Ambassador for his participation in the organisation’s programme. The Minister was a member of the Council of the Law Association of Zambia from 2012 to 2014 and a Commissioner of the Small Claims Court during this same period, prior to resigning to pursue a career in politics. He is a member of the approved faculty of the CIArb and one of the four representatives of Zambia on the SADC Panel of International Commercial Arbitrators, since December 2020. A family man, the Minister is involved in farming and philanthropy, supporting less privileged people in the communities. In his free time, the Minister enjoys golf, football and rugby.
