John C. Phelan is the 79th Secretary of the Navy. He is the founder and chairman of Rugger Management and former co-founder of MSD Capital. He holds an MBA from Harvard Business School and a B.A. from Southern Methodist University, with additional studies at the London School of Economics. He has served as chairman of the Board of Trustees of the Third Option Foundation and on the boards of Spirit of America and the Aspen Art Museum (AAM). A strong supporter of education and the arts, he funded free admission to the AAM and scholarships at SMU, HBS, and LSE.
