Policy Analyst, RAND
Emily Higgs is a policy analyst with the RAND corporation, where she tackles a variety of policy research topics, including security cooperation, strategic competition, grey-zone issues, and emerging technology. She is a member of the Pacific Forum Young Leaders program and completed a fellowship at Peking University in Beijing. She holds a Bachelor of Arts in Astrophysics and Theoretical Physics from Northwestern University and a Master in International Relations from the University of Edinburgh.
